Hoshea stands at the end of the northern kingdom's royal line. Samaria was besieged for three years, and Israel was carried away.

The chapter explains the fall
The record reaches backward beyond Hoshea. Israel had rejected the covenant, followed other gods, ignored the LORD's warnings through His servants the prophets, and continued in the sins associated with Jeroboam.

Judah remained
The northern kingdom fell while Judah continued. That makes Israel's fall part of the setting for the reigns that follow in Jerusalem, especially Hezekiah as Assyria later comes against Judah.
